Eileen F. Carroll is Vice President, Special Needs Trusts and Guardianships at Pennsylvania Trust. Ms. Carroll has more than ten years of experience working in public interest law on behalf of children and clients with disabilities. She administers trust and guardianship accounts, with a focus on special needs individuals.
Prior to joining Pennsylvania Trust, Ms. Carroll served as Staff Attorney at Legal Clinic for the Disabled where she worked for eight years representing clients with physical disabilities in wide-ranging civil legal matters. Ms. Carroll also developed and launched a medical-legal partnership with St. Christopher’s Hospital for Children called PhilaKIDS MLP. As Legal Director for PhilaKIDS MLP, she integrated legal services into a clinical healthcare setting, in addition to identifying the need for advance planning for pediatric patients approaching adulthood with special health care needs. In addition to her professional work, Ms. Carroll has served as director and officer for Centro Nueva Creacíon, a nonprofit providing out-of-school time programming to elementary school children. She has also been an active member of the Philadelphia Bar Association and the Philadelphia Special Needs Consortium.
